On Target's program was developed by a Florida math teacher as a solution to the obstacles his students face in completing state requirements in order to continue to the next grade.

| His approach was not to just 'teach the test' but to better prepare his students for the challenges they would face as they proceeded through elementary school and beyond. His goal and purpose in creating this series was to give students a solid foundation, foster a love of learning, and give teachers the tools they need to succeed without wasting countless hours reinventing curriculum. |
